What is the
SBA's new Dealer Floor Plan Pilot Program and how will it work?
• The SBA's pilot DFP Pilot Program will provide access to capital
through the SBA's 7(a) loan program.
• DFP loans can be made by all SBA-approved lenders.
• Under this pilot program, DFP loans will be available for a minimum of
$500,000 up to a maximum of $2 million (the statutory maximum limit for
7(a) loans).
• Borrowers will receive the fee reduction benefit provided under the
Recovery Act on 7(a) loans.
• The maximum guaranty level on DFP loan will be 75 percent, not the
maximum 90 percent provided under the Recovery
Act for some 7(a) loans.
• The maximum term for a DFP loan will be five years.
• Loans will only be made for inventory that can be titled.
• Lenders will be expected to control title transfer as a means of risk
mitigation.

Phil Ingrassia joined Recreation Vehicle Dealers Association (RVDA) as
Communications Director in 1996 and was named Vice President for
Communications in 2002. RVDA is the national association representing
the interests of RV dealers, rental companies, and RV AfterMarket
stores. Ingrassia directs the association's membership, market
expansion, and communications programs. He is RVDA's staff liaison to
the Go RVing Coalition, which developed the RV industry's national
advertising campaign.
Prior to joining RVDA, he served as Director of Communications for
Recreation Vehicle Industry Association (RVIA) from 1991-96. Before his
career in the RV industry, Ingrassia served as a deputy press secretary
to U.S. Senator Bob Kerrey (NE) in 1989-90. From 1984-89, he was
assistant news director and a reporter for KDLT-TV, the NBC affiliate in
Sioux Falls, SD.
He earned the Certified Association Executive (CAE) designation from the
American Society of Association Executives in 2005. Ingrassia received
the Joan Barone Shorenstein Congressional Fellowship by the American
Political Science Association in 1989. He holds a B.S. in Mass
Communications and Political Science from St. Cloud State University in
St. Cloud, MN. Ingrassia and his wife Jill reside in Vienna, VA.
