If rural lending is important to you, this is your one must attend even this
year.This program has been designed for two important outcomes. First, you will
have access to the politicians and their staff that craft the legislation for
America's rural lending programs. Then, you will meet the USDA executive staff
that implements the program for Rural America. Historically, we have held this
event in October, right at the beginning of the federal government's fiscal
year. This allowed us to understand funding levels for USDA's rural lending
programs for the following year. However, this year, we are moving the event to
December for a variety of reasons. First, and most importantly is Congress will
be in recess in October as they campaign for their seats.
Second, we will have a better idea how Congress will tackle the 2012 Farm Bill
in its lame duck session.
The Farm Bill is the comprehensive omnibus bill that is passed every five years
by Congress. Future funding levels for USDA's rural lending programs will be
included in this bill.
Finally, of course, the event will be held after the Presidential election. We
will be able to determine how that outcome will affect your rural lending
programs.
Wednesday Morning on Capitol Hill
We will start the day with on Capitol Hill with a keynote address.
Many Senators and Members of the House have spoken at this event. Attendees
still talk about Georgia Senator Saxby Chambliss' great line several years ago
about his district where he first served as a Congressman on how important rural
programs are to his constituents saying, "If you wear it, eat it or smoke it, we
grow it!"
After that you will be briefed by Congressional staffers on the update of the
2012 Farm Bill and its impact on rural lending programs. Finally, we will leave
part of the schedule open for you to meet with members of Congress and their
staff so you may discuss how important rural lending programs are to your
institution. Please be patient with the exact schedule for the morning. As soon
as we have it finalized we will let you know.

After our meetings on the Hill we will proceed to the Cosmos Club.
Our Keynote speakers are Judy Canales, Acting Deputy Under Secretary, USDA Rural
Development and Lillian Salerno, Acting Administration Rural Business and
Cooperative Services.
USDA B&I Loan Program Update

You will be briefed by the USDA B&I Washington DC central office.
Topics will include funding, overview for 2013, new initiatives, as well as the
latest hot topics affecting the USDA B&I lending programs; one of which is the
introduction of the New Lender Education Awareness Program (LEAP) Website.

3:00pm -- 4:00pm
Your moderator, Bob Coleman will lead an open discussion soliciting input on how

Judy Canales
Deputy Under Secretary B&I Loan Programs
USDA Rural Development
Judith
A. Canales has over twenty years of experience working at the national and local
levels in federal and local government administration and nonprofit management.
Her expertise is rural and urban development, housing, community development and
economic development. She is also experienced in U.S. - Mexico border public
policy issues and development. In May 2009, Ms. Canales was appointed by
President Barack Obama to the position of Administrator for Rural Business and
Cooperative Programs in the United States Department of Agriculture Rural
Development. She is responsible for overseeing the national rural business and
cooperative programs portfolio for USDA with a budget of over $1 billion.

Salerno
Acting Administrator, Rural Business-Cooperative Service
On September 14, 2012, Lillian Salerno became the Acting Administrator for the
Rural Business Cooperative Service (RBCS) agency of the USDA's Rural Development
mission area. Before coming to RBCS, Ms. Salerno served as a Special Assistant
in Rural Housing Services. Lillian Salerno brings over twenty years of
experience in creating initiatives for strengthening work forces and promoting
jobs both domestically and internationally.
The focus of Ms. Salerno's career has been promoting and empowering populations
through government initiatives and entrepreneurship. She has extensive
experience collaborating with local communities, senior level officials of
public and private sector organizations, senior representatives of civil
society, and grassroots organizations.

Pandor Hadjy
Deputy Administrator, USDA Rural Development
Pandor Hadjy administers business development guaranteed loans, direct loans and
grant programs at the U.S. Dept. of Agriculture Rural Development in the
Business and Industry Division, with an overall budget of $3 billion in funding
for Fiscal Year 2010. He has served in other positions within this department
starting in 1991 as Chief of the Loan Processing Branch. Mr. Hadjy also had
positions at the USDA, National Food and Agriculture Council working as the
Director, Service Center Operations, implementing USDA Service Centers. Mr.
Hadjy began his career in the Farmers Home Administration in North Carolina as
an Assistant County Supervisor, later becoming a County Supervisor. In 1985, he
transferred to the National Office in Washington, DC as a Farmer Programs
Specialist.
